Orlando Rey Santos, an official of the Science, Technology and Environment Ministry, was quoted by local media as saying that developed countries are responsible for most of the emissions whittling down the ozone layer and must start making a compromise to reduce them.
The poor countries "are the one to suffer more the effects of climate change and Cuba supports the efforts to reduce the emissions," Santos said.
Cuba has suggested a 40-percent reduction in emissions, which is considered necessary by experts, he said.
According to the official, Cuba shares the idea of the developed countries in providing financial aid to poor countries to help them mitigate the impact of climate change since the developed countries have a historical responsibility.
Reports said that some 70-80 billion U.S. dollars are needed by developing countries to take related measures.
As to the upcoming climate change conference in Copenhagen, Santos said the negotiations have a slower rhythm than needed.
