COP30 President Designate Outlines Vision for Action Agenda to Implement Paris Agreement

In a compelling fourth letter to the international community, COP30 President-Designate André Aranha Corrêa do Lago unveils a bold vision for a unified, solutions-driven Action Agenda to accelerate implementation of the Paris Agreement through the Global Stocktake.

In his fourth official letter to the international community, COP30 President-Designate André Aranha Corrêa do Lago has issued a powerful call to action ahead of the 30th session of the Conference of the Parties (COP30) of the United Nations Framework Convention on Climate Change (UNFCCC) in Belém, Brazil. The letter outlines the vision for an ambitious, integrated, and solutions-oriented Action Agenda designed to implement the outcomes of the Global Stocktake (GST) and “deliver on the Paris Agreement fast, everywhere and for all”.

Inspired by Brazil’s community-led response to the 2024 floods in Rio Grande do Sul, the letter builds on the concept of a ‘global mutirão’, or ‘collective efforts’, as the slogan or framework to encourage climate action worldwide. Corrêa do Lago urges both UNFCCC Parties and non-state actors to unite under a single, inclusive framework to implement existing climate commitments at scale and with urgency.

The COP30 Action Agenda will be shaped as a “granary of solutions”, organised around six thematic axes:

  1. Transitioning Energy, Industry, and Transport
  2. Stewarding Forests, Oceans and Biodiversity
  3. Transforming Agriculture and Food Systems
  4. Building Resilience for Cities, Infrastructure and Water
  5. Fostering Human and Social Development
  6. Unleashing Enablers and Accelerators, including on Finance, Technology, and Capacity Building

Under these, the Presidency highlights 30 key objectives, seen as "super-leverage points" for systemic transformation, and calls for activation groups to drive progress in each area. These include tripling renewables, halting and reversing deforestation, sustainable and resilient constructions and buildings, and mainstreaming climate in investments, and insurance.

Positioning the Global Stocktake as a “Globally Determined Contribution (GDC)”, the letter underscores the need for transparency, accountability, and multilevel cooperation. The Presidency pledges to work closely with the High-Level Champions (Dan Ioschpe and Nigar Arpadarai), civil society, Indigenous Peoples, youth, and the private sector to ensure the Action Agenda becomes a long-term vehicle for implementation and systemic change.
